1           Project Scientist’s Report

 

The OCDD revision and the Verification and Commissioning Plan were finalised.

 

2            Project Manager’s Report

 

This monthly report on NIFS activities covers the five week period from 1 January to 2 February 2001.

 

Contract payments number one and two have been received, a total of US$800,000.

 

The continuing non-availability of NIRI as-built documentation has been hampering progress on the control system design and procurement. This problem was discussed in the monthly telecon with Gemini, and it was decided that we should progress with our own design, using the UH design as a guide. A NIFS contract variation to cover the extra work is being prepared.

 

At its own expense, RSAA has ordered a vacuum pump and vacuum gauge for use in the NIFS development. The RSAA clean room and detector laboratory air conditioning systems are being upgraded and fitted with humidifiers to control the risk of electrostatic damage to detectors. Lifting gear is being installed in the clean room and the mechanical workshop assembly area.

 

2.1         Staffing

Glen Jones, the engineer in charge of the NIRI duplication work, left on 19 January 2001. The design of NIFS specific modification has been completed, and the Project Manager is now sharing the management and supervision duties of this position with the workshop manager Col Vest.. The search for competent mechanical design staff continues, with several leads being pursued.

 

An electronics technical officer vacancy still exists. An ex-member of RSAA staff will fill the temporary position required for the fabrication of the NIFS control system on a casual basis, starting in April 2001.

 

2.2         Progress

Several project staff took summer holidays during January.

 

Various aspects of the optical design are being checked: ghosting, scattered light, distortion, and error budgets. The integration of the various spectrograph assembly designs in the overall mechanical design is continuing. The line between the final design effort for the CDR study and preparing CDR documentation has become blurred. The end of this reporting period will be treated as the cut-off for CDR design work. Only documentation preparation will be recorded. Progress on any detail design will be entered under the work packages for spectrograph fabrication.

 

The mechanical workshop has continued to fabricate components for the NIRI duplication. The work allocation for the parts fabrication phase has been exhausted, and the situation is being reviewed in conjunction with the full NIFS plan review for CDR.

 

The rough machined forgings for the vacuum jacket, which had been delivered in December 2000, have been sent to Sydney for final machining. The VJ end plates have been delivered. The ISS interface plate, the NIFS support frame and their accessories have also been delivered, but there is a minor problem with the frame which needs attention.

 

Work has started on developing our own schematics and PCB layouts for most of the control system.

 

There has been some progress with the CC and DC software. Most software effort has been devoted to producing CDR documentation.

 

The design of the revised detector mounting board is near completion. Schematics of the detector board and internal and external cryostat wiring are near completion and PCB layout of the detector board is being checked.

 

2.3         Schedule

The schedule will undergo thorough revision in preparation for CDR.

 

 

3           Technical Progress

 

3.1         Completed Tasks

All spectrograph design tasks have been closed at the end of the reporting period. Any further design activity, which occurs during the period of preparing the CDR documentation, will be considered part of the documentation preparation. Any detail design will be recorded as part of the construction phase.

4           Schedule Progress

 

4.1         Updated Schedule

The current schedule is the schedule included in the “NIFS Revised Costing”. A schedule revised for the expected delivery dates of the detectors and the late start on cryostat and OIWFS duplication was developed. It also takes into account the proposed delayed CDR date of 22 February 2001. This revised schedule was submitted during September 2000. The schedule will be revised again and the new schedule will be presented in the CDR documentation.

 

4.2         Project Statistics

20 people have contributed to the NIFS project during this period. They worked a total of 1622 hours, bringing the total for the project to 8869 hrs, which represents approximately 29.2 % of the total number of hours in the current project plan. 73.3% of the number of hours allocated for the critical design study have been used and 102% of those for the mechanical fabrication and supervision of the Cryostat and OIWFS Duplication.

 

4.3         Milestones

5           Financial Progress

 

The exchange rate used is the rate applicable to a particular transaction, or the rate on the last day of the reporting period. On 2 February 2001 the rate was 0.554.

6           Problem Areas

 

6.1         Technical Problems

The only technical problem impeding project progress is the unavailability of as-built information on NIRI and its control software. Measures are in place to minimise delays.

 

6.2         Scheduling Problems

The purchase and delivery of items on the critical path of the project may be delayed because of the delayed execution of the NIFS contract and other delays caused by it.

 

6.3         Financial Problems

There are no financial problems.
